If the 'New Campaign' and 'Campaign Action' icons are disabled or greyed out, it likely means that you are in 'Statistics' mode. You won't be able to edit your campaign while in this mode.
Simply uncheck the box next to 'Statistics' to return to the normal view for your campaign to resume your editing process.
